Below is the letter that the board and the members that attended the January 23, 2010 meeting supported sending to the commission in response to the proposed changes to the game regulations.

Dear Nebraska Game and Parks Commission,
The Nebraska Bowhunters Association (NBA) held a board meeting January 23rd, 2010. At this meeting the following items were discussed and approved by the NBA board as the official stance of the Nebraska Bowhunters Association regarding upcoming deer recommendation changes.

We would like to thank the NGPC staff for allowing the public to review some of the ideas and thoughts being discussed by NGPC staff. This more open line of communication between interest groups and NGPC staff is greatly appreciated and allows input to staff before official
recommendations are finalized.

Regarding individual items presented at the January 16th NGPC commission meeting:

1)    The proposal of allowing unfilled firearm either sex tags to be used as doe only tags in January.

The NBA would suggest allowing all unfilled either sex permits to be used as whitetail antlerless only permits in January. This would allow unfilled muzzleloader and archery permits to harvest does in January as well as firearm permits.  This would help increase the doe harvest in January.

2)    The proposal of allowing archery as a legal firearm weapon.   

The NBA appreciates this recommendation. This will increase the opportunity of archery hunters to harvest whitetail does in the late January season.    

3)    The proposal of extending the October firearm season in area and duration.

The NBA has concerns of the extension of the firearm season. This proposal will reduce the archery only hunting days by 8%. Currently archers have a 99 day season but only 68 are archery only (65 in some areas), the rest are shared days with other seasons.  An extended October firearm season would further reduce this to only 58 archery only days. The NBA respects the NGPC desire to harvest more deer in the eastern portion of the state but does not support any extension of an October firearm season.  The NBA would suggest and support the following regulation changes targeted to harvest additional whitetail does.

a)    Increasing the Season Choice tags available in sold out units. A small number of season choice areas that are within the eastern 2/3 of the state sell out of antlerless only permits. These are antlerless only permits and if the objective is to increase doe harvest in these units all hunters should be allowed to purchase an antlerless only permit. NBA would like to see all demand met for existing seasons to harvest does before new seasons are added.
 
b)    Reducing season choice permit prices in selected units that NGPC wants an increase antlerless harvest. In units that do not sell out and there is still a need to increase harvest NGPC will need to entice hunters to harvest more antlerless deer.  Allowing a reduced price tag
for the season choice tag, not just the proposed October firearm season, will give all hunters more opportunity to harvest deer, not just rifle hunters.

The NBA would support the above opportunities to increase whitetail deer antlerless harvest.  The NBA would like to see the above steps implemented, (i.e. maximizing current seasons), before new seasons are added that could diminish the quality of archery deer hunting in
Nebraska. The NBA is also aware of LB836 and the increased pressure the Nebraska Legislation is putting on the NGPC to reduce the deer population. The NBA is opposed to LB836 and will notify senator Lattenbaugh and the Natural Resource Committee regarding our position.

The Nebraska Bowhunters Association would like to see the archery season run consecutively from September 15th to December 31st.  Many NBA members participate in the November firearm season which would serve to not increase significant numbers of hunters in the field. An inclusive season would provide additional recreation for those archery hunting only as well as additional harvest of some antlerless deer.
